They propose to ban certain types of both tobacco and electronic products.
People’s deputies want to ban a large group of flavored tobacco products, as well as electronic cigarettes. This is provided for by bill No. 9227 – “On measures to prevent and reduce the use of tobacco products and their harmful effects on public health.”
As the initiators of the bill explain, in Ukraine, after a long period of decline in the number of smokers, their number began to grow again. An analysis of the use of tobacco products showed that the number of smokers increased precisely due to flavored tobacco products and the main group is young people aged 18 to 29 years.
Therefore, all flavored tobacco products can be banned.
It is proposed to add to the list all conventional cigarettes with various additives and flavored capsules, IQOS and GLO with flavors, and other flavored tobacco products. Including electronic disposable cigarettes.

Studies show that 80% of today’s teenagers now start smoking at the age of 12-17 and choose flavored samples as their first experience. However, this hobby quickly turns into an addiction.
In 2019, only 1% of Ukrainians chose electronic cigarettes, in 2022 this figure increased to 7%, and mostly young people under 30 who are already used to tobacco.
Taking into account the study, people’s deputies propose to ban the wholesale and retail sale in Ukraine of such products for smoking:
- Cigarettes with a characteristic odor and/or taste of smoke (this group will include IQOS, glo, and electronic cigarettes)
- Cigarettes contain flavoring additives in any component, including in a filter, paper, packaging, capsules, or any characteristics that allow you to change the smell or taste of cigarettes, smoke intensity, and roll-your-own tobacco.
Currently, this bill is under consideration in the relevant committees.
